Yorkton Tribal Council Child & Family Services (YTCCFS) recognizes Noela Crowe-Salazar’s good work.

In addition, Noela assisted our organization to professionally align our programs with the Canadian Human Rights Tribunal ruling at a local, regional and national level.

Noela, in effect, created and implemented a systems change which resulted in a rating of “Very Good” in the September 2017 file review.

Noela was contracted in early 2014. Prior to my contracting with her, I had noticed that within redacted contact standards were not being met, files were in disarray and – in my opinion – service delivery was not being met. With this in mind, I approached Noela to assist me in addressing this issue.

Noela addressed the issue by doing the following:

  • Did a 100% file review of all child protection files and documented the results.
  • Discussed the results with front-line and supervisory staff to assist SC management to remedy the situation, which resulted in bi-weekly supervisory case reviews with front-line staff.
  • Created a senior management team wherein agency issues were brought to the table and resolved.
  • Worked with the redacted board of directors in developing a strategic plan.
  • Monitored and provided support to the board as to meeting their objectives during the course of monthly board meetings.
  • Noela also assisted and implemented a structured program for redacted emergency receiving home in Regina which opened in September 2016, over and beyond her current contract – she also did staff training.
  • Noela, in effect, created and implemented a systems change which resulted in a rating of “Very Good” in the September 2017 file review.
  • The overall intent of meeting and surpassing provincial standards was to implement and incorporate First Nation philosophies and correct the wrongdoings of history.

In summary, and with respect to the aforementioned, coupled with her past work with the Ministry of Social Services, Saskatchewan – it is my opinion that Noela would be a definite asset to your agency.

I’ve known Noela as a colleague social worker when we were both employed in the Ministry of Social Services and as colleagues at the Saskatchewan Association of Social Workers(SASW). Our closest connection was through SASW where Noela was a faithful volunteer and I was on staff as the Executive Director from 2002 until 2013. Noela was a committee member on the SASW Social Justice Committee and later represented Saskatchewan on a national committee looking at services to children and within the Child Welfare system specifically.

Throughout this work, Noela carried herself in a very professional manner, was pro-active in her communication and very forthright in the provision of her thoughtful advice. Her manner is such that she is very easy and relaxed in conversation, but at the same time does not shy away from saying what needs to be said – and she does this so that you are clear where she is coming from, then you are left to decide for yourself what to do with what she has advised.

In my observation of Noela’s interaction with others, she has been respectful, thoughtful and always professional.
